辐射安全许可证分为二类和三类，办理的时候也是需要满足一些条件才能办理成功，那么在北京办理一类证，二类证和三类证有什么区别呢？办理的时候需要满足哪些条件呢？
一类许可证：从事放射性同位素与射线装置使用、销售、运输、储存等活动的单位，应当向省级人民政府环境保护主管部门提出申请。取得《放射性同位素与射线装置使用许可证》后，方可向工商登记机关申请领取营业执照。取得营业执照的单位，方可从事相关经营活动。
1. 场所
1、有符合国家有关规定和技术要求的场所，其中，放射源和射线装置使用场所应当符合《中华人民共和国放射性污染防治法》第十五条第二款、《医疗机构放射性同位素与射线装置安全和防护管理办法》（卫生部令第100号）和《医疗机构放射性同位素与射线装置安全和防护基本标准》（卫生部令第120号）等相关规定。
2、具有符合国家有关标准和技术要求的放射诊疗设备和医用辐射防护用品，以及必要的监测仪器、个人剂量仪等放射防护器材；
3、具有符合国家标准、行业标准或者地方标准的放射源安全保管场所，以及必要的辐射事故应急设施和监测监控设备；
4、具有专业技术人员及管理人员，或者委托具有相应技术能力的机构对单位进行辐射安全和防护管理。
5、具有符合国家相关标准和技术要求的场所、设施以及必要的监测手段；
6、有健全的安全与防护管理制度。

Clarify the responsibilities of the part-time radiationsafety supervision and management personnel in the form ofdocuments. The part-time radiation safety supervision andmanagement personnel must have a science and engineering collegedegree or above (a copy of the educational documents attached), andthe operators must have a post certificate; 7. Must be equippedwith more than one personal dose alarm instrument or oneenvironmental radiation detector; 8. The Application Form forRadiation Safety Permit shall be printed directly from the nationalsafety declaration system for nuclear technology projects; 9. Listof radioactive sources and radiation devices; 10. Monitoring plan:(1) personal dose monitoring plan; (2) annual monitoring plan ofthe enterprise; 11. Personnel training plan; 12. The filing form ofenvironmental impact assessment of construction projects shall beprinted from the filing system; (191 items are selected in therecord system, and the equipment model and equipment should beinstalled on the floor of the hospital, and the pollutionprevention measures taken should be clearly reported.) 13. Reapplyfor the radiation safety permit and submit the original originaland copy of the radiation safety permit.
